I'm thinking...verbalize that rather than silently wait to see if the person does/doesn't offer an alternate time/place. Literally, "hey, no problem on cancelling. Stuff happens. But let's pick a new date/place." Explicit communication...no invisible tests to see if people pass it (unless it's the turtle test;).
